GENERAL STATEMENT OF DUTIES: Performs responsible technical work in the daily administration and operation of the Villages GIS related systems and services along with general technology support.
DESCRIPTION: An employee in this position is responsible for professional and technical work related to the daily management of the Village of Pinehurst Geographic Information System (GIS) components. This includes the collection, verification, analysis, querying, storage, archiving, distribution and maintenance geospatial information. Work includes the collection and verification of data; maintaining accurate and current metadata; creating layers, layouts and analyses in response to requests; creating interactive web maps and data; maintaining GIS software; advising Village employees; maintaining website content; printing maps; scripting; and working with outside consultants, Village staff, and others. This employee works under the supervision of the CIO and develops GIS-based solutions to respond to various department and Village needs. Work is evaluated through conference, observation, and feedback from employees and the public.
DUTIES AND RESPONSIBILITIES:
Manages (i.e. obtains, analyzes, queries) and provides quality assurance of geospatial data.
Maintains, archives, and distributes geospatial data while assuring its effectiveness by keeping the associated metadata current and accurate.
Designs and outputs maps and graphics as visual representations of geospatial data and analysis; creates maps and presents data as requested.
Develop mobile applications using ArcGIS Online, Collector and Navigator to support internal customers.
Reviews requests for special maps and data layers, estimates time of completion, and produces analysis, queries maps for use by the Village and others as applicable.
Works with Moore County GIS to obtain data updates and report changes that need to be made.
Trains new users on GIS software and assists users in finding spatial information.
Creates and maintains a wide variety of databases and maps for assistance in planning decisions, engineering, documentation, and presentation.
Evaluates and assists in GIS software maintenance.
Creates and updates interactive web maps and data.
Compiles and integrates geospatial data from outside sources; analyzes errors in digital file exchange and corrects errors.
Performs analysis and works with Village staff and consultants to adhere to the Villages GIS Strategic Plan.
Performs other duties and projects as required.
KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of geography, cartography, and GIS technology.
Thorough knowledge of advanced GIS software (Esri ArcGIS: Desktop, Pro, Online and Server).
Knowledge of basic principles of GPS, land surveying, and land records.
Knowledge of basic web programming and web mapping tools.
Knowledge of basic computer programming or scripting techniques.
Knowledge of relational database management systems and enterprise software applications (web based, cloud based and server based)
Knowledge of research techniques, GIS best practices, and contemporary issues in GIS.
Thorough knowledge of desktop business applications for MS Word/MS Excel.
Skill in project management and the ability to manage multiple projects at the same time.
Ability to troubleshoot and resolve problems associated with the work.
Ability to conduct work with a customer service focus.
Ability to establish and maintain effective working relationships with peers, Village staff, vendors, and the general public.
MINIMUM AND PREFERRED EDUCATION AND EXPERIENCE:
Graduation from an accredited college or university with a degree in GIS or a related field along with experience working with GIS software and data analysis; or any equivalent combination or education and experience. Experience working in local government preferred.
Possession of valid drivers license. GISP certification or the ability to obtain this certification is preferred.
