The GIS Department is seeking a GIS Developer to join our expanding team. Spartanburg County offers competitive benefits.

Coordinates Project Development and Design. Provides Quality Control on GIS Projects.
Maintains the geographic information system. Converts geographic information to digital data.
Prepares reports and presentations to staff, other departments, administration, and council as required.

Requires thorough knowledge in the use of GIS software to include ArcDesktop, ArcGIS, ArcGIS Online, and the ESRI Portal environment. Knowledge of troubleshooting methods for ESRI products and servers. Requires ability to create Web applications and scripting tools such as Java and Python. Knowledge must include advanced editing skills, use of cartographic tools, and the ability to create projects from multiple data sources. Familiarity with SQL Server interfaces. Ability to establish and maintain effective working relationships with associates and County staff from other departments. Ability to grasp complex work flows quickly and to apply GIS tools to them. Ability to rapidly learn new software and to train others in its use. Must have excellent interpersonal relationship skills to work with multiple departments and end users of all skill levels. Coordinates with other departments to develop GIS products and services to better support their goals. Able to work with minimal supervision.

Maintaining spatial database entry of GIS land base features such as street, buildings, hydrology, railroads, and utilities. Maintaining addressing data. Performing research as required to verify data. Updating Census spatial information. Maintaining Federal Emergency Management Agency (FEMA) flood zone maps. Performing site checks and GPS collection to verify locations. Sketching the road, adjoining roads, buildings, houses, signs, address numbers, etc. Performs software upgrades on all GIS related hardware.
Performs schema changes on the GIS database. Translates GIS data into other GIS formats for other departments and outside agencies. Produces complex maps for user departments and outside agencies. Diagnoses hardware and software problems. Identifies malfunctions. Repairs or initiates actions to repair problems and malfunctions. Performs maintenance on various types of machines and equipment; solves communications related problems. Performs MS Windows system administration as appropriate to GIS workstations and servers; performs database operations. Drafts training documentation. Disseminates GIS related information and updates; develops backup procedures and implements them daily. Creates, maintains, and distributes data for response to requests for information from internal departments, local governments and the public. Coordinates changes to GIS Web applications and performs upgrades to ESRI schedules. Performs related tasks as required.

Any combination of education and experience equivalent to graduation from an accredited college or university with a bachelorís degree in a related field plus formal training or experience in the use of geographic information systems. 2-4 yearsí professional working experience using GIS to create applications and solutions. Masterís degree may substitute 2 years professional experience. Intermediate experience in Python, JavaScript, HTML, SQL Server, ArcGIS Enterprise, ArcGIS Online, and ArcGIS Pro. Machine Learning experience is a plus.
