DEFINITION: To plan, organize, coordinate and implement geographic information system (GIS) operations within the Information Services Department; to provide expertise in program elements for the organization; and to perform a variety of professional and technical level tasks relative to assigned area of responsibility.

SUPERVISION RECEIVED AND EXCERCISED:
Receives general direction from assigned management.
May or exercises direct supervision over GIS staff.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

Recommend and assist in the implementation of goals and objectives; establish schedules and methods for GIS; implement policies and procedures.
Develop and implement geographic information system GIS operations by compiling, evaluating and determining standards and practices.
Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.
Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for programs and projects; monitor and control expenditures.
May plan, prioritize, assign, supervise and review the work of GIS staff related to program activities.
Research, compile and prepare reports and documentation on program activities; analyze program and develop corrective action, maintain records of findings and corrective actions; prepare periodic status reports.
Analyze a variety of GIS data and prepare associated reports for use by assigned department; analyze, review, and ensure accuracy of mapping and related data prepared by lower level personnel or consultants for inclusion in various reports.
Design and/or modify GIS programming as necessary to accommodate the needs of a variety of users; verify accuracy of digitized data to ensure accuracy and quality of automated information.
Develop and design databases related to GIS database mapping functions and mapping layers; develop and document procedures for use of GIS functionalities; prepare related protocols; provide related training to a variety of GIS users.
Participate in emergency preparedness planning and implementation activities to facilitate the work of City departments, other public and social service agencies; provide information and training regarding GIS functions related to emergency situations.
Build and analyze business cases; design and facilitate productive meetings with stakeholders to elicit requirements and use cases; create visual representations of business processes.
Represent function on committees, outside organizations, and at staff subcommittees as necessary; coordinate GIS activities with other divisions and outside agencies.
Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
May administer work order and asset management systems
Perform related duties as assigned.

MINIMUM QUALIFICATIONS
Knowledge of:

Principles and practices of geographic information systems.
A thorough knowledge of GIS software.
A thorough knowledge of database software.
A working knowledge of programming languages used with GIS software.
Equipment, tools and materials used in geographic information system applications.
Knowledge of related technologies, such as GPS, photogrammetry, and remote sensing.
Knowledge of operation, function and capabilities of client/server and web based technologies.
Principles and practices of budget monitoring.
Pertinent local, state and federal laws, ordinances and rules.

Ability to:
Organize, implement and direct geographic information system operations and activities.
On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policy and procedures.
On a continuous basis, sit at desk for long periods of time; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone; write or use a keyboard to communicate through written means; and lift or carry weight of 10 pounds or less.
Interpret and explain pertinent geographic information system operations and department policies and procedures.
Select appropriate hardware/software and implement system enhancements.
Analyze, and solve GIS system problems.
Assist in the development and monitoring of an assigned program budget.
Develop and recommend policies and procedures related to assigned operations.
Supervise, train and evaluate assigned GIS staff.
Establish and maintain effective working relationships with those contacted in the course of work.
Work with various cultural and ethnic groups in a tactful and effective manner.
Communicate clearly and concisely, both orally and in writing.

TRAINING AND EXPERIENCE:
Any combination of training and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be

Three years of increasingly responsible experience in managing an enterprise Geographic Information System and related staff
Equivalent to a Bachelorís degree from an accredited college or university with major course work in geographic information systems, computer science or a related field.

LICENSE AND CERTIFICATE

Possession of, or ability to obtain, a valid California driverís license.

APPOINTMENT AND TESTING PROCESS

The candidate will be appointed for a 12-month probationary period. Names of successful candidates who do not receive a job offer will be placed on an employment list which normally remains effective for one year. The Human Resources Department may abolish an Employment list at any time the needs of the City so require. This position is represented by the Mid-Management bargaining group.

Prior to appointment to the position of GIS Coordinator, a medical examination and Department of Justice Livescan fingerprinting will be required.
