Position Summary:
Under the direction of the Chief of Integrated Utility Management (IUM), this position leads complex, multi-disciplinary Information Technology (IT) and Information Management (IM) projects using project management expertise and technical awareness. Position plans requirements with internal customers and ushers projects through the entire project lifecycle, including managing project scope, schedule, budget, and risks and clearly communicating them to project stakeholders. The individual in this role works independently with some indirect supervision from the Chief, and may have matrixed subordinate team members. The role requires regular analytical and metrics-based reporting to project teams, Executive Committees, and other stakeholders. This position is also responsible for the following:

Position Responsibilities/Essential Job Functions:
• Manages the entire project lifecycle of technology projects in collaboration with Service Authority stakeholders.
• Lead Project Management Information System acquisition planning and deployment.
• Coordinates and leads multiple project teams and vendors to ensure timely and cost-effective planning and execution of several inter-dependent projects.
• Cultivates collaborative relationships among project stakeholders to enable scope, schedule, and financial resource decisions.
• Ensures adherence to the Project Management Division’s policies, standards, and processes and identifies opportunities for improvement.
• Develops project plans and schedules with well-defined milestones and present project plans to senior leadership for comment and approval.
• Manages communication of project status within the project team and external to the project team (customers & stakeholders); escalates issues as necessary.
• Assesses project quality and value through monitoring of incoming deliverables in comparison to Service Authority business requirements.
• Develops tools and processes to improve project value.
• Identifies and manages changes to scope, schedule and budget.
• Manages project financial and forecasting information and report performance to senior leaders.
• Identifies and manages project risks, defines opportunities for improvement, and works with the project team and senior leaders to establish corrective actions.
• Provides performance reports and other relevant analytics.
• Manages project governance & controls processes to enable effective escalation and decision-making processes.
• Works with senior leaders to support annual planning activities such as project identification, prioritization, and planning.
• May be deemed essential at any time.
• Performs other duties as assigned or required.

Essential Skills and Experience:
• Knowledge of principles, concepts and practices of project management and use of information technology, rules and regulations related to assignment; modern office procedures and practices; computer equipment and software applications related to assignment; business mathematics; and English usage, spelling, grammar and punctuation.
• Proven experience leading Project Management Information System acquisition planning and deployment.
• Strong project and program management skills demonstrated through relevant professional experience.
• Superb communication and stakeholder management skills with focus on collaboration, team building, and customer service.
• Effectiveness working diplomatically across teams with varying objectives.
• Demonstrated use of Microsoft Office software tools including project management.
• Strong analytical, problem-solving and organizational skills.
• BS/BA degree in computer science or related technical field from an accredited college or university.
• At least three years of experience as a project manager within the field of Information Technology and/or Information Management.
• Or a combination of education and technical experience as described above.

Preferred Skills and Experience:
• Utility industry background
• PgMP certification
• Six or more years of relevant work experience, including four or more years of industry experience in managing large, complex technology projects.
• Adept at leading teams of highly talented, independent individuals with a track record of quickly earning credibility based on your knowledge and ability to perform.

Special Requirements:
• Project Management Professional (PMP) credential offered by the Project Management Institute or ability to obtain within six months of appointment.

Salary Range: $44.44 - $74.93 Hourly; $86,663.74 - $146,113.50 Annually
