C2C LLC is hiring a Geographic Information Systems (GIS) Analyst with Knowledge Management (KM) skills to support Navy Shore Operations. The position is open immediately and located on the Washington Navy Yard in Washington DC. The GIS/ KM Analyst is a key position during preparation through execution phases in response to incidents that may affect the Navy ashore such as hurricanes, earthquakes, floods, terrorist acts, or any major incident affecting Navy installations worldwide.

Minimum education and experience:

Security Clearance: Active DoD Secret
Education: Bachelor’s Degree in Geography/ GIS or one of the following: Business Administration, Public Policy, Public Administration, Information Technology, Emergency Management, or Engineering.
Five (5) years of experience as a GIS Analyst
Five (5) years of experience supporting emergency management plans for either DoD, Federal, or State organizations
Experience with Spatial Data Standards for Facilities, Infrastructures, and Environment (SDSFIE), and Maintenance and Analysis (M&A) environments.
Experience in writing SQL queries, Visual Basic, and Python scripts to execute all ad hoc and planned map & data analysis requests is desired.
Desired Education and experience:

Education: Master’s Degree
Ten (10) years of military experience
General Responsibilities:

Supports the review and revision of future geospatial operations and planning requirements.
Provides on-sight support for GIS requirements, data acquisition, plans, and policies.
Assists in incorporating GIS requirements into the User-Defined Common Operating Picture (UCOP).
Daily requirements include data entry; maintenance, interpretation, and creation of new maps and exhibits, and updating existing map products and geographic information output. GIS and KM requirements are predominantly based on Ashore Anti- Terrorism (AT), Force Protection (FP), and Emergency Management (EM) directives and operations.
GIS responsibilities (80% of the time)

Provide expertise in Esri ArcGIS software and related applications including database administration, database modification, database organization, analysis, and the use of programming languages (SQL, VB, Python, etc.).
Employ standard geodatabase management techniques to develop, acquire, store, and manipulate geospatial datasets that support the command's information requirements and common operational picture.
Create accurate and precise analyzed data from performed analysis using spatial analysis, 3D analysis, and geodatabase management tools.
Support development of the Shore Enterprise Common Operational Picture using C4I Suite’s One Clear Picture (OCP) geospatial information system. Use the C4I Portal (SharePoint) to employ standard techniques to distribute GIS information in graphical format or layers as required to support CNIC enterprise information requirements.
Update and maintain the OCP annex to the C4IS Operating Guidelines to provide standardized guidance for the operational use of OCP.
Develop and convert GIS data into usable formats and coordinate with C4IS developers and system administrators for integration of GIS data into OCP.
Establish and maintain a standardized set of GIS data layers used in C4IS OCP to support enterprise-wide GIS data requirements. Review data sets for currency and archiving as applicable.
Assist Regional Operations Centers in acquiring GIS datasets as required supporting normal operations as well as incidents or natural disasters.
KM responsibilities (20% 0f time):

Provide knowledge management support to the CNIC SEOC during routine and crisis operations to include Request for Support management, document collaboration and distribution, and reporting.
Document knowledge management processes and best practices and incorporate into existing Concept of Operations (CONOPS), operational guidance, and instructions, to include the C4IS Operating Guidelines.
Establish and maintain a digital library of user documentation for all supported EM applications, including user manuals, reference guides, and training materials.
Support all SharePoint content management and operational administration activities in C4IS and N37 G2 sites; to include user management, account management, archiving, and other content management activities.
Conduct C4IS and OCP capability briefings and user training as required.
Support department staff in conducting regular meetings to communicate with region EM staff on GIS and KM issues
