Position Description:

The GIS Specialist I position at Vilas County, Wisconsin is a project-based GIS position with an emphasis on rural addressing and emergency 9-1-1 integration. The GIS Specialist I is responsible for administering Vilas County’s Uniform Addressing System ordinance, which includes assigning of addresses, coordination with municipalities and members of the public, GIS data editing, map/solution creation and publishing, model building/scripting and problem solving. Qualified individuals should enjoy working with others, have strong customer service and technical skills, and take pride in their work with the goal of contributing to the development and advancement of the uniform addressing system and the Land Information Department.

1. Administers and implements Chapter 28, Uniform Addressing System Ordinance of Vilas County.
2. Responsible for administering and maintaining spatial datasets, including address points, street centerlines, building polygons, and emergency service zones.
3. Leads in the creation, administration and update of GIS databases pertaining to addressing which includes developing documentation and standards for the issuance of new address numbers to applicants, data collection and maintenance.
4. Completes quality assurance checks on project data and processes.
5. Coordinates, communicates and acts as the technical liaison with end users of the address system including but not limited to fire departments, Sheriff’s departments, ambulance providers, 911 Telecommunications, and Town Address Coordinator.
6. Provides training and ongoing technical support for people who use the addressing-related spatial datasets.
7. All other duties as assigned.

• 2 Year College Degree GIS or geography, cartography, surveying or related field is required
• Valid WI driver’s license, dependable transportation and appropriate auto insurance as necessary.
• Two-six years of experience, depending on education and training, in GIS, spatial database administration, or related discipline.
• Knowledge of GIS with emphasis on land information, data conversion, and supported databases.
• Knowledge and experience with modeling/scripting.
• Knowledge and ability to use computer hardware and software related to GIS, included GPS data collection and transfer to GIS software products; Microsoft Office and Access.
• Ability to analyze land information documents and data, and to advise others on the use of the County’s GIS web-based systems and data.
• Basic knowledge of integration of standard operating systems and mapping software.
• Ability to provide technical training to others concerning operational changes and new data.
• Ability to read, analyze and interpret a variety of documents, including aerial photographs, field data, general business periodicals, professional journals, technical procedures or government regulations.
• Ability to write reports, business correspondence and procedure manuals.
• Ability to communicate effectively both orally and in writing with the public, other departments, GIS users and other support staff.
• Ability to record and deliver information, explain procedures and follow instructions.
• Ability to define problems, collect data, establish facts and draw valid conclusions.
• Ability to apply concepts of fractions, percentages, ratios and proportions to practical situations.
• Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
• Preferred: Knowledge and ability to use computer hardware and software related to database management, general cartographic processes and map production, as well as Emergency Services Response and Dispatch, including but not limited to Spillman supported applications and Intrado.
• Knowledge of current operating system environments as well as familiarity with computer networking.
