The Institute for Disaster Resilient Texas is seeking a Geospatial Developer II who will be responsible for developing, maintaining, and administering the front end of the Instituteís geographic information system (GIS); this includes managing APIs, web map development, and mobile application development; and for serving as a subject matter expert for both open-source GIS applications and GIS technology. We seek to hire a candidate who will support our commitment to Inclusion, Diversity, Equity and Accountability (IDEA) as stated above. The successful candidate will have a Masterís degree in Statistics, Geography, Computer Science, or a related field and have experience in the following; working in cloud computing environments such as Azure; using data visualization tools to simplify complex analysis results; applying cartographic design principles to digital products; working with data visualization libraries such as d3.js, and Dash; and an understanding of web design/development (Web 2.0 concepts). Required Education and Experience:

Bachelorís degree or equivalent combination of education and experience
Four years of experience as an analyst or developer in any of the following areas: business, GIS, market, or related area
Required Skills, Knowledge, and Abilities:

Knowledge of React, OpenLayers, Leaflet, REST and WMS Services, and PostgreSQL
Skills working with geospatial data (geoJSON, Shapefiles) and geospatial software tools (Carto/Mapbox/Leaflet/PostGIS/QGIS)
Skills in connecting to diverse data sources, including APIs and databases
Knowledge and skills in developing web-based analytical dashboards
Ability to use environmental data and developing applications for visualization, analysis, and presentation of environmental data
Excellent written and verbal communication skills, analytical, interpersonal and organizational skills
Ability to work in a team environment dynamic with the ability to contribute expertise and follow leadership directives at appropriate times
Demonstrated ability to apply advance statistical analysis, interactive data visualization programming or similar software applications to natural hazards
Ability to research and develop statistical learning models for data analysis
Ability to collaborate with others across institutions and agencies
Ability to multi-task and work cooperatively with others
Preferred Education and Experience:

Masterís degree in Statistics, Geography, Computer Science, or related field.
Experience working in cloud computing environments such as Azure
Experience in using data visualizations tools to simplify otherwise complex analysis results
Demonstrated experience applying cartographic design principles to digital products
Experience with data visualization libraries such as d3.js, and Dash

Knowledge of laws, statutes, and policies for handling confidential or personally identifiable information (PII) data and requirements for the maintenance and dissemination of this data and information
Ability to cultivate and maintain professional working relationships with people of diverse backgrounds
Responsibilities:

Web Services

Develops advanced web services that distributed web services
Creates and maintains secure web-based data entry templates and interactive geospatial services for technical and non-technical users
Develops and maintains OGC-compliant web mapping services
Creates and publishes web applications using the online Web Mapping Frameworks (Leaflet/GeoServer/etc.).
Develops procedures to ensure secure operation of HTTPS web services
Builds automated scripts for data loading, data QA/QC and data workflow with Python
Internal Communications and Troubleshooting

Works with other developers on new features, functions and systems and anticipates and troubleshoots problems and failures
Interacts with users to determine requirements and optimize web services and geospatial features
Performs other duties as assigned
