General Definition of Work
Performs advanced technical work compiling, manipulating, and analyzing geospatial data, assisting management with all projects, workflows, and duties, designing, developing, and maintaining databases and systems of GIS data, creating reports, maps, applications, and visualizations conveying the results of spatial analyses, and related work as apparent or assigned. Work is performed under the moderate supervision of the GIS Director.

Essential Functions
Creates, develops, and performs both spatial analyses assets such as maps, reports, plots, and digital data, as well as needs analysis and documentation in developing long-term strategies and capacity planning for GIS using Esri ArcGIS software suite.
Develops, tests, implements, maintains, and administers GIS web applications, tools, data, soap-rest services hosted through ArcGIS for Server for ArcGIS Online, GIS reader programs, Categraph, and Accela for use/reference by internal departments and the public.
Develops, maintains, monitors, administers, and troubleshoots GIS SDE relation database management system.
Develops, maintains, monitors, and troubleshoots python scripts ran in task scheduler for nightly database replication, compression, and analysis.
Collects, produces, analyses, and maintains geographic data and map feature information daily to ensure all geographic data layers for the County and its infrastructure is accurate and detailed within GIS SDE.
Produces and maintains accurate and legible maps in ESRI ArcGIS using cartographic skills for County departments, citizens, private companies, and vendors.
Performs in-office duties for new address creation and assignments, including possible address number creation using the Building Department’s algorithm, as well as inputting the new addresses into the ArcGIS SDE setup.
Updates 911 CAD software by providing the latest road, address, and proximity data.
Updates Coweta County maintained roads data for Cartegraph software.
Creates and maintains relationships, building a competitive GIS department by attending user groups, attending, and utilizing training courses and/or training sessions, attending GIS centric conferences, and maintaining memberships/participating in various organizations within the GIS field.
Encourages and promotes a culture of excellent customer service.
Knowledge, Skills and Abilities
General knowledge and skill in operating tabular and graphic display and output devices associated with geographic information systems and other land information systems; general knowledge of manual and digital cartographic techniques and standards and traditional map production processes; ability to comprehend technical specifications for manual, computer-aided/automated cartographic products; ability to make arithmetic computations for rates, ratios and percentages; ability to apply geometry and trigonometry basics to find distances, angels, direction and degrees; ability to effectively communicate ideas both orally and in writing; ability to establish and maintain effective working relationships with associates, lawyers, surveyors, engineers, and the general public.
Education and Experience
Bachelor's degree with coursework in GIS, Geography, Environmental Science, or Computer Science and considerable experience in the use of ArcGIS for Desktop, ArcGIS Pro, ArcGIS Server, ArcGIS Online, SQL and Python.

Special Requirements
Favorable background history as determined by review of Local, State and Federal records
Valid driver’s license in the State of Georgia with a favorable driving history (MVR)
GIS Professional Certification OR ESRI Desktop Professional Certification preferred
