Position and Duties

Per the City’s COVID-19 Mandatory Vaccination Policy, the City requires all employees starting on or after February 11, 2022, to provide proof of vaccination as a condition of employment absent a documented medical and/or religious exemption. Proof of vaccination means that employees are required to be “up-to-date” with regards to the COVID-19 vaccine. Consistent with the Santa Clara County Public Health Order issued on December 28, 2021, "up-to-date" means that an employee is not only "fully vaccinated," but has also obtained any booster doses of a COVID-19 vaccination for which they are eligible, within 15 days of first becoming eligible.

The total salary range for Senior Geographic Information Systems Specialist classification is $45.38 to $55.31 hourly ($94,392.48 - $115,053.12). This amount includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates’ qualifications and experience.

DOT is currently seeking to fill one vacancy for the Senior Geographic Information Systems Specialist position.

The Department of Transportation is recruiting for a Senior Geographic Information Systems Specialist for the Transportation Safety, Operations and Parking Division. This position performs asset management of the City’s transportation system, including streetlights, traffic signals, and other assets contributing to the safe and effective flow of traffic. This position will supervise one or more Geographic Information Systems Specialist I/II and will report to the Senior Engineer.

The ideal candidate is a strategic thinker, system builder, collaborator, and effective in designing and delivering reports and visuals, and giving recommendations to the benefit of various end-users. Expertise in Arc GIS and database systems will be essential for success in this role.

Key duties include but are not limited to the following:

• Maintains and improves the quality of inventory databases of various transportation systems assets.
• Provides data analytics to support asset management practices and decision making, by identifying service gaps, opportunities for efficiencies, and so on.
• Supports DOT project delivery or other problem-solving needs through data collection, analysis, and mapping by working together with the GIS team
• Provides technical support for integration and operation of DOT infrastructure data systems with City’s enterprise data system.
• Works with vendors to customize software products to meet the Department’s needs
• Supervises and supports the functions of Geographic Information Systems Specialist I/II staff, whose work tasks may include data entry, data management, mapping, and others.

Qualifications

Minimum Qualifications

EDUCATION: A Bachelor's Degree from an accredited college or university in Geographic Information Systems, Engineering, Computer Science, Management Information Systems, Mathematics, Physical Science, Geography, Geology, Urban Planning or closely related field.

EXPERIENCE: Two (2) years of increasingly responsible experience in computer programming, geographic information systems or transportation planning, including one (1) year in special and/or asset database management.

LICENSES/CERTIFICATES: A GIS or GISP certificate from a certifying body acceptable to the City of San José is highly desirable.

ACCEPTABLE SUBSTITUTIONS: Possession of a valid GIS or GISP certificate from a certifying body acceptable to the City of San José may be substituted for one (1) year of experience in computer programming, geographic information systems or transportation planning.
