Job Summary
The Clark County Geographic Information Services (GIS) department has an opening for a GIS Web Developer. The GIS Web Developer is responsible for delivering dynamic, data driven, web-based application solutions utilizing ArcGIS Enterprise/ArcGIS Online, SQL Server DBMS and a ColdFusion back-end. The successful candidate will also support the administration of the organization’s enterprise GIS and suite of custom web applications. Strong web development skills, problem-solving and the ability to troubleshoot technical issues, adaptability, collaboration, a willingness to learn, and a drive to innovate are key traits for success in this role.
This position reports directly to a GIS Coordinator, works closely with a senior GIS Web Developer, and will work alongside all members of the GIS team. Everyone is expected to work together to successfully complete projects and tasks in accordance with instructions, policies, and established best practices

This position has the option of a remote/hybrid work schedule possibility. However, the candidate selected must reside in OR or WA. No Exceptions.
Qualifications
Education and Experience:
Any combination of education and experience that would likely provide the necessary knowledge, skills and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
A Bachelor's degree with major course work in geography, GIS, computer science, urban or community planning, or a closely related field.
At least two (2) years of experience with managing and implementing the full development life cycle of complex web-based GIS projects and solutions; experience integrating third party APIs; and/or experience with back-end development technologies.
At least two (2) years of experience with relational databases and enterprise GIS.
At least two (2) years of experience with administration of ArcGIS Enterprise and ArcGIS Online
College degrees must have been conferred by an institution of higher education and have National Recognition of Accrediting Agencies by the U.S. Secretary of Education; official transcripts may be required at the time of hire.
Main Responsibilities:
Develop and maintain web-based GIS applications using front-end technologies such as HTML, CSS, JavaScript, and modern JavaScript libraries and frameworks (e.g., htmx, Angular, Vue.js, Bootstrap).
Assist with the ongoing development, operation, and maintenance of the County’s enterprise GIS systems including our suite of ArcGIS Enterprise products.
Integrate data from various sources, including databases, APIs, and file formats, to create dynamic and interactive maps and web applications.
Responsible for overseeing the end-to-end implementation of the Application Development Life Cycle (ADLC).
Collaborate with cross-functional teams to gather requirements and translate into interactive web-based solutions.
Manage and troubleshoot issues related to GIS website and applications.
Knowledge of:
Principles, theories and methods of GIS, particularly as utilized within Esri ArcGIS Enterprise and ArcGIS Online; Software Development Life Cycle, Proficiency of HTML, CSS, and JavaScript; Front-end frameworks; Back-end technologies (ColdFusion preferred); RESTful API’s, Python, Responsive design, current developments, trends and technologies for web development and within the GIS field; fundamentals of AGILE project management.
Ability to:
Design and develop consistent web-based tools and solutions. Work well within a team environment. Evaluate, learn and apply new technologies such as ArcGIS Enterprise and ArcGIS Pro. Communicate directly and effectively with clients, end users, and technical staff during all phases of application design.
Selection Process:

Candidates will be required to give a short presentation, no more than 15 minutes, on a project or portfolio that demonstrates their ability to perform the main responsibilities for this position. Top candidate(s) will continue in the process.

Examples of Duties
Duties may include but are not limited to the following:
Provide technical support and training to GIS users, assisting them in utilizing GIS tools effectively.
Stay up-to-date with the latest trends and best practices in web development and GIS technologies.
Transition existing GIS applications to next-generation environments and/or cross-functional systems.
Conduct research on GIS-related hardware and software in support of procurement and system development efforts. Recommend and execute modifications to GIS systems and solutions to improve efficiency, reliability, and performance.
Collaborate with GIS and IT staff to ensure availability, dependability, and scalability of GIS applications to meet business demands.
Establish and implement best practices and technologies to ensure GIS security.
Evaluate and recommend new software tools, plugins, and technologies to enhance GIS functionality and efficiency.
Automate processes and analysis utilizing Python.
Develop and maintain documentation and user manuals for GIS data and solutions.
Perform other related duties as assigned.
