The City of Rocklin is located in South Placer County at the intersection of Interstate 80 and State Highway 65, and is characterized by rolling hill terrain with 360-degree panoramic views of the Sierra Nevada Mountains to the northeast and to the Sutter-Butte mountain range in the West. With an estimated population of 70,000 people, Rocklin is one of the fastest growing cities in California, with approximately 65% of its growth since 2000. Rocklin was first recognized as a destination along the transcontinental railroad in 1864, about the same time granite mining began. The City was incorporated in 1863 during the heyday of railroad and granite mining activity. By 1910, 22 quarries operated in Rocklin, and in 1912, nearly 2,000 train carloads of granite were sent out of town to become part of the state capitol building and buildings in San Francisco.

SALARY RANGE INFORMATION
GIS Analyst I: $71,129 - $96,941
GIS Analyst II: $86,663 - $118,113
THE POSITION
Under direction, the GIS Analyst I/II applies knowledge of Geographic Information Systems (GIS) to a variety of projects for analytical purposes; designs, compiles, and analyzes data; prepares data analysis, maps, and mapping applications for various City departments and the general public. Examples of duties are:
Conducts complex spatial/surface analysis using a variety of modules and GIS software; utilizes multiple databases and GIS software to perform spatial analysis for more difficult special projects working with a team of users, from the City and other organizations, involving a major policy area or concern.
Meets with users to define data needs, project requirements, project output, and/or develop applications; analyzes GIS needs of City departments and implements GIS programs, databases, and related products for City departments and outside agencies; prepares and coordinates project scopes, procedure flow-charts, and schedules with customers and programmers.
Conducts Global Positioning Systems (GPS) surveying and data post-processing or GIS database development efforts.
Creates and edits geospatial data, using GPS and digitizing techniques; creates and edits maps, integrating a range of data formats, and using state-of-the-art technology.
Creates GIS software programming applications.
Interfaces and serves as liaison with clients in the serving of special requests and operational issues; ensures that GIS products are delivered within a timeframe acceptable to the client; coordinates advanced level support and expertise for more difficult GIS applications.
MINIMUM QUALIFICATIONS
Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:
GIS Analyst I
A Bachelor’s Degree from an accredited college or university in Geographic Information Systems, Geography, Cartography, Civil Engineering, Computer Science, Information Systems, or a related field
AND
One year of full time experience using AutoCAD, ERSI-based GIS software applications, databases and other relevant computer software, programs, and databases.
GIS Analyst II
A Bachelor’s Degree from an accredited college or university in Geographic Information Systems, Geography, Cartography, Civil Engineering, Computer Science, Information Systems, or a related field
AND
Three (3) years of experience working in a GIS related field, including experience with a wide variety of geographic information system applications.
OR
Two (2) years of experience performing duties similar to those of a Geographic Systems Analyst I with the City of Rocklin.
Licenses and Certifications
A valid California Class C driver license or higher with a satisfactory driving record is required at the time of appointment. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.

Medical/Retiree Health
A variety of plans are offered through CalPERS. The City contributes up to $1,200 per month to active employees and eligible retirees, and the employee pays the difference.
Dental and Vision
City-paid for employee and dependents.
Flex Credit
The City shall provide each employee with a flex credit of $1,800 per fiscal year for any benefit covered under the Cafeteria Plan. The flex credit is prorated and paid over 24 benefit pay periods.
Effective 1/1/24, this amount will increase to $3,600 per fiscal year.
Health Coverage Reduction Incentive
Employees who decline health coverage may receive incentive pay of up to $250 per month.

Sick Leave: 12 days per year
Vacation: 15 days for the first year, progresses up to 27 days based upon years of service
Holidays: 10 paid holidays per year

Insurance
Life Insurance and AD&D: City paid $50,000
Long-Term Disability: Coverage is 50% of monthly salary up to $6,000 per month
