Schedule: This position is not remote work. Normal schedule is M - F, 8 - 5 except during election cycles. Will be required to work weekends, evenings and possible holidays during election cycles.

The 2024 election year is upon us and the GIS Specialist will play a key role in maintaining the trusted reputation within the Pinellas County Supervisor of Elections. The GIS Specialist is the first point of contact for both the public at large, as well as internal customers. This is analytical, technical, and administrative work supporting a department’s office applications and procedures. Duties include GIS related duties, working with Candidates and Political parties, data analysis, report generation, technology troubleshooting, and Election related duties as needed.. Independent analysis and work decisions are made on technical matters. Independent coordination and judgment is required in dealing with internal and external customers. This position is an integral part of the IT Department.

Essential job Functions
Maintaining and updating the GIS mapping system and Voter Registration Address index.
Support internal customers with tasks such as database support, password assistance, and remote access
Support external customers with tasks such as website assistance, report generation, and address resolution;
Tier 1 Technical Troubleshooting of Windows 10 desktops, Microsoft Office products, and printers;
 Microsoft Access/SQL Database use and troubleshooting;
Statistical analysis of custom reports and documentation proofing;
Data Entry and Clerical duties as needed;
Additional duties may be assigned and not included in the above listing.
Position Specific Requirements
Education and Experience:

Six (6) years of professional experience with GIS (Geographic Information Systems), such as MapInfo or ESRI that includes customer service; or an Associate’s degree in information technology, computer science, computer technology, or related field and four (4) years of experience as described above; or a Bachelor’s degree and two (2) year of experience as described above; or an equivalent combination of education, training, and/or experience.  

 

Florida Driver's License or Florida Commercial Driver’s License and endorsement, if any.
Must be able to work additional hours, including holidays and weekends, as needed during election cycles.
In addition to normal tasks, the employee will be required to assist with Elections related tasks as needed
Willingness to work on-location with only occasional opportunity for remote work
Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Highly Desirable

Certifications such as ESRI, GISP, A+, Network +, MTA, MCSA, ACA.
Bachelor's Degree in Computer Science or related field.
Knowledge, Skills and Abilities
Knowledge of mapping products such as MapInfo and ESRI;
Knowledge of Report Query Languages such as SQL and MS Access;
Understanding of Pinellas County Topography;
Knowledge of Windows 10, Microsoft Office 365, Microsoft Teams, Microsoft Access;

PHYSICAL/MENTAL DEMANDS

The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Additionally, the following physical abilities are required:

Balancing: Maintaining body equilibrium to prevent falling while walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles, and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
Crawling: Moving about on hands and knees or hands and feet.
Crouching: Bending the body downward and forward by bending leg and spine.
Feeling: Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips.
Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
Grasping: Applying pressure to an object with the fingers and palm.
Handling: Picking, holding, or otherwise working, primarily with the whole hand.
Kneeling: Bending legs at knee to come to a rest on knee or knees.
Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position to position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
Pulling: Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.
Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward, or outward.
Reaching: Extending hand(s) and arm(s) in any direction.
