JOB SUMMARY

Under the direction of the Vice President Engineering, the Geographic Information System ("GIS") Manager directs the day-to-day activities and personal of the Company's GIS Group. Is responsible for the development and maintenance of the Company's GIS data warehouse and ensures the high quality and accuracy of the data therein. Works with other managers on the integration of their business processes with GIS workflows and concepts in support of the organization's strategic plans and goals. Directs GIS staff on the creation of new processes and programs to support these initiatives.

JOB DUTIES AND ESSENTIAL FUNCTIONS

Responsible for a variety of functions and duties which may include, but arc not limited to:

Manages the development and maintenance of the Company's GIS warehouse to ensure the accuracy and quality of the data. 

Directs staff on the design and development of new data layers and/or applications.

Research and reviews of emerging GIS technologies and applications to recommend for implementation to ensure the Company remains current with present and future technology trends.

Works with staff and managers from all locations to determine their GIS needs and help develop and implement their short and long-term GIS goals.

Manages professional contracts and budgets for GIS services and accusations.

Develop and create spatial data and related attributes specific to company including Company infrastructure and assets, franchised area boundaries, planning boundaries, special study boundaries and any other infrastructure, assets, or boundaries important to operate Company water System

Compile spatial data from all available sources including U.S. Census, U.S. Geological Survey, U.S. Bureau of Reclamation, County Assessor's Offices, Arizona State Land Department, Arizona Department of Water Resources, Arizona Department of Environmental Quality, Associations of Governments, Central Arizona Groundwater Replenishment District, local jurisdictions, irrigation districts, other water utilities, electric utilities and any other organization that owns spatial data and related attributes needed to operate Company water systems. Analyze spatial data for geographic statistics to incorporate into documents and reports. Create professional digital and hard copy maps and graphs as requested by staff and management. Meet with users to determine data needs, project requirements and expected outputs. Designs, updates, adds new data sets, and database schema changes to Company's GIS databases. Keep spatial data and related attributes organized in an electronically safe storage environment. Prepare metadata and other documentation. Operate and maintain GIS software and hardware, including accessory equipment (plotters, printers, etc.). Collect and troubleshoot the collection and use of Trimble GPS equipment. Performs other duties as assigned or required.

SKILLS. KNOWLEDGE AND PHYSICAL REQUIREMENTS

Skills, knowledge, and physical requirements include, but are not limited to:

Specific experience with using GIS for utility networks.

Identify, research, and resolve complex technical issues related to GIS systems.

Develop technical procedures and standards for GIS systems.

Ability to extract data from CAD (dwg & dgn) for importing into GIS

Ability to communicate in writing, orally, graphically, and cartographically to convey complex GIS concepts to nontechnical staff member and managers.

Knowledge of how to mine critical data.

Ability to analyze and solve problems using spatial analysis tools.

Ability to apply mathematics to analyze and solve problems.

Familiarity with safety practices and procedures. Ability to follow written instructions.​​​​

Ability to receive criticism and make corrections. Familiar with Trimble GPS software and hardware.

Working knowledge of Microsoft Office products

Working knowledge of AutoCAD and Microstation

Ability to interact with internal and external customers in a cooperative, professional manner. A neat and professional appearance.

Must be dependable, punctual, and have good attendance.

Ability to perform repetitive activities including walking, standing, sitting, reaching, bending, grasping, stooping, and lifting up to 50 lbs.

EDUCATION. TRAINING AND EXPERIENCE

The following are required:
Bachelor's degree in GIS, geography, computer science, information systems or civil engineering.

Minimum two (2) years supervisory experience or evidence of progressively responsible management of projects and associated staff.

Five (5) years of experience working with civil engineering design drawings and surveying.  Minimum often (10) years of experience using ESR-I, or other spatial analysis software products.  

Valid Arizona driver's license and acceptable driving record.
