The Prince George’s County Planning Department of The Maryland-National Capital Park and Planning Commission seeks an experienced, detail oriented, and highly skilled GIS Professional to serve as a GIS Supervisor to manage the GIS Section in the Information Management Division.

For over 90 years, The Maryland-National Capital Park and Planning Commission (M-NCPPC) has enjoyed a national reputation for excellence in planning and today, serves the culturally diverse populations of Prince George’s and Montgomery Counties on the border of Washington, D.C. The Planning Department provides county-wide planning functions including long range planning as well as reviews of development applications for Prince George's County, Maryland. As the second most populous county in Maryland, Prince George's has a population of approximately 960,000 residents and is home to The University of Maryland at College Park, NASA Goddard Space Flight Center, and Joint Base Andrews. Prince George's County is also home to many attractions such as Northwest Stadium (formerly FedEx Field), National Harbor, and Six Flags Amusement Park. As GIS Supervisor you will play a leading role in managing the department’s GIS activities. This includes working with and supervising staff in maintaining the department’s enterprise-wide geodatabase, leading all aspects of the development of applications, and the implementation of GIS hardware and software. Oversight and assistance with fulfillment of internal and external data, analysis, and project requests are also important functions.
Reporting directly to the Information Management Division Chief, you will work with and supervise a 10-person staff of GIS specialists. You will also be responsible for coordinating with other County, Commission, and municipal GIS users and coordinators.

This position provides all the tools necessary and flexibility to succeed and is ideal for anyone interested in leading a best-in-class GIS Section.

Examples of Important Duties:
Provides overall day-to-day management of the Department GIS production environment; provide direction and guidance to a 10 person GIS staff; troubleshoot issues or related deficiencies that potentially hinder the performance and production of data that is represented by the Department’s GIS system; and make recommendations and resolve issues as necessary.
Develops, assesses, and maintains GIS Section workplans, technical specifications, and best practices operating procedures.
Performs HR supervisory functions such as assigning work to staff; evaluating staff performance and preparing performance appraisals; recruitment and selection of staff; approving leave requests; recommending training; counseling and discipline; and ensuring adherence to Commission policies and procedures.
Manages and oversees GIS contracts and associated consultants. This includes contracts for base mapping, GIS consulting, and GIS software contracts.
Oversees the update and maintenance of GIS datasets used for local government applications. Coordinates maintenance activities among multiple team members.
Oversees the development and maintenance of PGAtlas, our Open Data portal, and ArcGIS Online applications.
Responds to and oversees staff responses to sensitive and complex inquiries or requests for GIS information from public and private organizations.
Oversees GIS System and Database Administration activities and coordinates with other Sections – specifically our Network and Technology and Data Systems Sections.
Investigates and plans technology for advancing the Department’s GIS program.
Provides technical assistance to staff and citizens; identify training needs; and responds to users’ GIS inquiries.
Preferred Qualifications
In addition to the minimum qualifications the ideal candidate will possess the following:
A master’s degree in geography, GIS, urban planning, or related field.
Previous examples of/experience developing web-based GIS applications and 3D visualizations.
Strong knowledge of ESRI GIS tools, especially ArcGIS Pro, ArcGIS Online, and SDE.
State and/or local agency experience, especially in Maryland
Experience with Oracle, SQL, Tableau, Microsoft Power BI, or statistical analysis software.
Professional GISP, AICP, CMS accreditations and technical certifications.
Strong communication skills and an ability to support customer service requests and collaborate with other GIS users and managers

Minimum Qualifications
Bachelor’s Degree in Computer Science, Information Systems, Geographic Information Systems, Data Sciences or any related field.
Six (6) years of progressively responsible information technology experience.
An equivalent combination of education and experience may be substituted, which together total ten (10) years.
