Summary
Under close supervision, conducts research to develop and update Articles of the City of West Palm Beach Zoning and Land Development Regulations, writes reports, analyzes development-related data and plans, provides input on neighborhood, site and master plans and design guidelines, and performs all duties in maintaining and updating the City’s Zoning and Future Land Use Maps. Works with Planning and Zoning staff to produce maps, create reports, and provide generalized Geographic Information System. Makes presentations to advisory committees, the public, City Commission, and neighborhood meetings; and performs other related duties as assigned.

DUTIES AND RESPONSIBILITIES (Which are not in any hierarchical order)

1. Researches and prepares planning-related reports, documents and agenda items for City of West Palm Beach officials and other agencies and organizations.

2. Creates and maintains reports and maps using GIS software in supporting the Planning and Zoning Department and other City departments as necessary.

3. Analyzes GIS data for special reports for the Planning and Zoning Department and other City departments as necessary.

4. Coordinates with the City’s GIS Manager to design and implement interface programs between ArcGIS and other software and systems to perform analysis and print maps for the Planning and Zoning Department.

5. Analyzes the Planning and Zoning Department’s future GIS application program needs.

6. Reviews major and minor planned development amendments, rezoning requests, land use plan amendments and abandonment of easements.

7. Responds to planning-related inquiries from the general public and other agencies and organizations.

8. Evaluates amendments for code compliance, and prepares maps and graphics presentations for the department.

9. Assists in preparing and administering annual planning grants applications, updates other plans for compliance with Federal, State and other applicable regulations.

10. Performs fieldwork and research for both zoning and comprehensive planning.

11. Reviews building permit and business tax applications as well as rental licensees.

12. Performs other related duties as assigned.

Salary
$63,245 (Pay Grade 60)

Qualifications
Master’s degree with a major in Urban Planning, Landscape Architecture, GIS Geography or a closely related field (education will be verified using the “Education Requirements” listed below) and one (1) year of experience in GIS is required, or any equivalent combination of training and experience.

Alternative Requirement: Bachelor’s degree with a major in Urban Planning, Landscape Architecture, GIS Geography or a closely related field (education will be verified using the “Education Requirements” listed below) and two (2) years of experience in GIS, or any equivalent combination of training and experience.

Experience with Windows operating systems in a network environment and ArcGIS Desktop software, including skills working with ArcGIS, QGIS, ERDAS IMAGINE, Adobe Illustrator, Adobe Photoshop, SPSS, SketchUp on a Windows based workstation platform is preferred.

A current and valid Florida driver's license is required. For application purposes, a valid driver's license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida driver's license within thirty (30) days from date of employment.

Education Requirements: To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by:

a public education institution in the State of Florida or any State or Territory of the United States; or
an institution accredited by an accrediting organization that is recognized by the Florida Department of Education or the U.S. Department of Education; or
an institution that is accredited by an organization that is recognized by the Council for Higher Education Accreditation (CHEA).
an institution whose degree or certification is accepted by institutions identified in either a), b), or c), above, for the purpose of admission to institutions identified in either a), b), or c) above.
International degrees will be evaluated to determine if they satisfy qualification requirements.

State of Emergency: When normal operations of City departments are suspended or interrupted due to a declaration by the Mayor that a state of emergency exists, all employees will be deemed critical by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work. Employees deemed critical by the City but not needed for the initial preparation and/or continuation of emergency operations or for special work detail may be directed not to report to work, and given paid administrative leave or they may be reassigned to another location that best meet the needs of the City.
